You overestimate a bit. I haven't seen the GAW infrastructure, but I'd WAG the site size at less than 20 GB including all of the hosted images. Each public facing page will be 3-7 MB and most of that size is either highly compressible text or repeated content (pepe icon? It's the same one everywhere, so you can just merge the references across all the pages on the archive site so that all page pulls use the same little image blob instead of saving it over and over, etc)
A couple hundred or even a thousand page saves on an archive site wouldn't eat that much space.
What would take up a lot of space would be trying to also archive all of the linked video and documents.
Your analysis is spot-on. Text is very very very cheap to store. Images are a whole different story, although as you said, are compressible and modern storage technology can de-dupe repeated content.
