The conspiracy theorist in me says this is intentional as a step to keep people from being independent.
However the bottom paragraph has me being devils advocate- it seems keeping backyard chickens have been booming in popularity over the last 10 years or so. Maybe the owners do need to learn about sanitation and disease symptoms.
Edit: I’ve been owning them for a while and it’s NOT hard to keep a small flock healthy, so it’s more likely reason number 1
