Ok so I hyperfixated. The top of the vial is "Neecor" and I work in medical and have been around medical my whole life and a very close personal family member is in materiels management, I've NEVER seen this ordered.
Website is uncertified and when you go to order the date only goes from 2014-2019. I'm currently running a test to see if it will respond through a burner email but this is weird. http://www.neecor.in/
Unfortunately I don't have a concrete conclusion as to what this means. My two conclusions that I can POSSIBLY surmise is:
