I would like to ask the reason why this is expected to be effective, just out of curiosity.

Gas station owners are just as screwed as the rest of us. They run a business and must make a profit.

The reason gas prices are so high is because they have to purchase the fuel and they usually keep things ~1 cent above what they pay. There is even one gas station owner taking his gas at a loss so his customers can have affordable gas for a time.

If we really want to screw Biden, then states like PA should decide to make their own initiatives to harvest gas and sell it at home and to other states. If the Fed want to raise a fuss about it, then they can talk to the middle finger and come enforce it. The money made from selling gas interstate would more than make up for whatever BS fines the fed comes up with.
