Does anyone know what "cerulean blue (ACTIVATED) EFDECTIVE IMMEDIATELY" means? Ive never heard this. My sister sent me a telegram post with this asking what it means.

I recall an Xfiles episode where guy called Pusher that could mind control people used that particular phrase “cerulean blue”
