I'm not sure these posters reflect official Swiss policies or thoughts of the Swiss government. Anyone can print and post posters, and I suspect these were made by a political party or faction in Switzerland.
Also (BTW), I sure hope these posters get the attention of the people whose images are up there. I hope they cause some degree of fear, knowing that THEY are now the hunted, and that "they won't be able to walk down the street."

My thoughts were they have been posted by normal citizens. You could be right about a political party. More likely.
Yes, much more likely than a Swiss government activity. It's all part of the "Become Ungovernable" movement that is sweeping the West.

It's normal citizens, you're right there - but it's also normal citizens who run for local government, so there are some parties that are based.
