Gutierrez was aware of security problems prior to a shooter accessing the school -- killing 19 students and two teachers -- but she had not had the problems fixed.

My theory is that in a small town there are more interpersonal relationships and common history, and these aberrations are tolerated just because people do know each other--but it's the crazy cousin, what are you gonna do.
