You know what also absorbs solar radiation quite well? Plankton. Blocking out the oceans surface with solar panels at any scale that would generate enough energy to make any difference whatsoever in terms of climate heat let alone energy demand would directly impact and destabilize the oceans food chains. And how are you proposing the solar energy generated by the panels would get to electric distribution networks? Wirelessly?

I'd read that 400 sq miles would provide enough power for the entire US, but i'm not suggesting it as a way to provide ALL energy needs. There are lots of ways to produce energy and using what makes sense on a small scale is going to be an answer. ..
