Radcliffe probably held the financial controls but as with all ops knew nothing of the teams identities or whereabouts. If he needed to communicate with other teams he would send out smoke signals I bet.

There were two key timings that turned on the Q distribution that indicate that space force was running free for a time. When it started and when it ended.
