Trump hired him, Trump kept him..........all the while many knew exactly who Pence is.

The RNC leveraged Trump to have Pence as running mate in 2016.

Even when Trump was the RNC front-runner, the RNC can reject that candidate and choose another. So, the RNC went ahead and nominated Trump, but that the RNC would choose his running mate, which was dirty dish water - Pence!

Pence had been in Congress and then Governor of Indiana, so he was the 'insider' who could handle Trump as his Deep State puppet master. If you think about, same thing with Reagan and George HW Bush (Sr.).
