He flunked civics in school. Most of the deep state is all the bureaucrats you see in DC who are unelected and stay on the job for decades. I've seen them eating in the cafeteria in the basement of the Department of Interior. BTW, the food is passable and the prices are cheap. You don't have to prove you're an employee to eat their either.
