If that was how it worked we could never turn off our computers. And if the lights go out forever, then who gives a shit about money at all at that point, it'll be pure survival.

Most BTC mining companies like the one Ted Cruz is visiting runs off Oil refinery offgassing converted to a generator there on site. Not connected to the grid. I’m not worried

This is not true - you can save a copy of the blockchain on your laptop and save your BTC offline on a cold wallet which you 💯 should do!
