It does follow the "glowie setup / media punchline" pattern we've seen countless times.
Also, like it or not, people will quickly imitate others in a crowd -- it's an innate quality of being in a crowd (mentally as well as physically) -- so it wouldn't take many instigators to get it going.
Real or not, I think we can do better as far as salutes go.

Personally, I don’t see why any type of salute is necessary. If the truth sets us free, then that’s all that is needed.
Symbolism matters too.
