Just about the only way for a mass of people to salute in a crowd is some variation of the raised arm, so any salute will superficially resemble the Nazi salute. If I remember correctly, the Germans had already been doing this, but saying something like God Bless. Hitler merely commandeered it and replaced the blessing with his thing.
