From the Guardian: “Satanic child abuse claims are almost certainly based on false memories.”

WTF does ‘almost certainly’ mean? Is it like kinda pregnant?

The beginning of the story states that the judge was asked to perform an investigation. It does not sound like any such investigation took place, since, otherwise, the story would certainly have reported that the investigation concluded such and such rather than the judge summarily pronouncing such and such.
