Juan mentions under the (Geneva Convention) Law of War Manual the belligerent occupying opposition has 1 year to declare they are and have the authority to rule. If they do not, this is when We, the People through our military under the Law of War Manual, will take action against them.
That one year period was sometime in March of 2022, which is when we started to see things happen. We couldn't quite pinpoint on any one thing, but our instincts just told us things were happening behind the scenes.
