I live probably 10-15 miles from this. A friend of mine who is related to some NH State Troopers once told me the password for those signs. It's something ridiculously simple like NHDOT. The tagging in the area is constant. They clean a section, and it just gets tagged again. If they are willing to do that, I am sure this is real.

I could see them charging you with something given that these are usually in construction areas giving warnings.
