In italy there are still 30 degrees C at the moment, I think these guys can survive without using heating. Some people just like to cry, and btw that temperature (19-20)is still decent to keep in winter.
Just wait for winter and -30C in mountainous regions. People will freeze to death in their cold houses because of 19-20C temperature limit & no heating at night.
There is no -30C in italy....is not the pole.

Pls, I have like half family in Italy. Trust me these temperatures are incredible cases, that happen maybe 1 every 50 years and if you live on a mountain. Today in Italy Rome, Naples and other major cities temperatures were from 30 to 27 degrees C.
You named all mountains places btw...
