Technically, all they need to do is ratify The State of Jefferson. The men who originally had it approved were gunned down in cold blood in the middle of the street, the same day it was to come into effect, so it was never realized and given statehood. Edit: After some more reading, there were threats of assassination and there were armed protests, but the true cause of it never being ratified was the attack on Pearl Harbor. Sorry for the mislead.
