I believe that the band REM were a bunch of low talent, establishment monkey's that received far more pop culture popularity than they deserved, due to being establishment mouth pieces.

In light of that, those lyrics (from a lame, overly popularity inflated song) are just par for the course for the kinds of commie (Anti-America) propaganda that the establishment typically pushes through its mass media broadcast outlets.
