North Carolina, Arizona, Iowa, Pennsylvania, Colorado, Connecticut, Delaware, Hawaii, Illinois, Louisiana, New Mexico, New York, Washington and West Virginia. We need Michigan, Georgia added to this list for sure!

If it's mostly states that vote blue, then I'd say they're white hats.. If it's mostly states that vote red, then I'd say they're black hats.. So, from that list, it seems like white hats..
