How to avoid vaccines for travel to Africa?

Any suggestions or ideas to avoid mandatory vaccines such as yellow fever for travel to Africa? I have a friend going who is trying to get a visa but isn’t able to without this stupid vaccine.

I went to Africa and didn’t have to take a vaccine?

Different countries have different rules. Apparently this is mandated in east Africa.
