He's just making the 'sheep' follow. Give them money and they don't care about anything else. They will simply keep their heads turned and their eyes closed to what is truly going on.

What's even worse than that is these 'sleeping' sheep believe that everything is going to go well for them. What they don't realize is that they too will be exterminated in the end if this stuff isn't stopped. They call themselves working for the other side, when actually they're working to kill themselves and their families off. What a bummer.
