Seems to me that state officials being sued in their official capacity should have to rely on state lawyers to defend those cases. Otherwise, we need to fire all those lawyers on the public dole.

Not criminal.
Ya it doesn’t matter. City and county attorneys’ entire job is to represent these municipalities in court. State Attorneys General represent states in court rooms. Whether it is a criminal prosecution or a civil suit.
If your city or county sues you, I guarantee it will never be with a private firm. It will always be by the city/county attorney’s office
