he still has to answer to the people he borrowed the money from. his deal in buying twitter didnt actually come from his own fortune.

How does "step down as CEO" mean that he's leaving the company? He also didn't write that he was going to do it immediately, he should replace the CEO in a year or ten and technically not have lied.
