Hmm. I had a spare mail-in ballot and I just measured it. The paper is 20" long. Not sure what part is the "ballot" as referred to here: there is a row of black vertical marks above and below the printing, look like calibration marks. From top of these at the top to bottom at the bottom is 19.25". The part between is less than 19".
For as long as I've been getting ballots, there is a 1" stub at the top that instructs you to tear it off before mailing it back. That would turn a 20" ballot into a 19" ballot.
Now, why would these ballots still be 20"? I don't know.
Why would a 20" ballot fail to scan? I don't know.
Does a 20" ballot imply a fraudulent ballot? I suspect not, but it's clearly a mistake that caused problems with tabulation. Was it intentional? I don't know.
The stub is on mail-in ballots. Since I posted above, I've learned that Kari's case is discussing in-person ballots. There are other threads showing the images of these ballots and they are messed up.

There have never been stubs to tear off on my ballots, which are mail-in.
