Keep in mind many "power users" don't use the open, ad-hoc Internet. They use other IP-based, packet-switched networks. Like interbank networks, government SIPRNet/NIPRNet/JWICS, etc.
Terrestrial Internet won't see any "breathing room" from these actors moving to Starlink.

DIU’s hybrid space architecture would use commercial communication systems as transport pipes to move data collected by imaging satellites and deliver it quickly to government users. The concept assumes that commercial satellites will talk to each other via interoperable links.

Raw SIGINT would be social media and other tech companies (google, amazon, verizon) basically handing data straight over to the government.
It's not too hard for any company to move this data either, as it's all hosted on AWS. So, you could just instantly transfer from amazon about 99.9% of web traffic as well. The ISP would also be handing directly over via AWS I suspect.
The raw data is anonymized (probably before being handed over) but what is the real definition of anonymized today anyway? Just removing a name? Is it also an IP address? Is it still possible to read someone's typing and mannerisms, patterns and such like a fingerprint if you have near full access to data? If you ever need to unmask it's really just a Federal/FISA warrant search in AWS away. Imagine a world we'd have to type in riddles and weird codes to say anything at all important. Weird.
