Excellent context. My argument is, detectives/investigators do it all the time: They surmise a theory of a conspiracy to commit a crime, they investigate to gather evidence, make arrests, and prosecute. A conspiracy by definition is more than two people who conspire to commit a crime. It exists. If someone had piped up about a theory that 9/11 was about to happen, on 9/10, would people call them a baseless conspiracy theorist on 9/12?
