I remember McCain being a big sponsor of some bill back in the 80s or 90s that was supposedly going to rein in campaign financing. I remember thinking at the time that it was going to make financing a big mess (can't remember why I thought that, though). Anyway, IIRC it set the stage for all the PACs and financing craziness we have now. Ergo, I figure any campaign financing legislation is somebody's idea of another way to launder money into campaigns. On top of that, Schiff's a Dem, so whatever good thing he says this is supposed to do, it's probably exactly the opposite.
This actually sounds good But, you can bet it somehow still allows the criminal soros to BUY congress (schiffty) at will.

We need a Constitutional Amendment that bans any Democrats from overturning any Constitutional Amendments.
