Satellites are licensed by the US FCC, and it is mostly technical. In 2018 the FCC rejected Swarm Technologies for a license because they couldn't track their tiny satellites.
As for discrimination, no, I don't see anything on the FCC page and application about that. Heck, they let Christian stations be broadcast. Those must rack up a ton of discrimination complaints by the left wing.

Broadcast radio and tv has to have an FCC license. Cable does not.
