You say weather balloon…that would support the idea that they are communicating with it. Logically that means they lost communication with it.
Given the current state of the world they would notify the countries that they lost communication with a weather balloon and not to panic.
They do and have done this with satellites.
Did you see how long it took us to come up with a response? Now they know how long they also know what altitude we could detect it and what military bases have a ready 5 pilot.
