The same reason we surround them with our subs. On a different note, all of Israeli short ranged nukes are aimed at the capitals of Europe.

Your first sentence is correct. Can you back up the second sentence with a link? This is something I was not aware of, nor had ever seen in print anywhere.

EDIT: I guess a related question would be, "WHY"? Why would Israel target European cities instead of their Middle East hostile neighbors?
