Could a Trump gag order be the "communications blackout?"

I mean, if the goal of the black out is to keep Trump from communicating with the people, wouldn't it make more sense to try to keep one person from speaking than to keep 100+ million from hearing?

POTUS is fully insulated / 10 days of darkness ... could be executed as "POTUS is behind bars and not able to communicate"
