Trump may not be "President" but he is the Commander in Chief. It's why Trump has the nuclear football and not Buydan. The Military doesn't recognize Buydan as have ANY, absolutely none, political relevance.

Usually the CiC is whomever holds the title "President". Constitutionally, they do not have to be the same person.
