Since the military does have control, any of the crimes covered in the UCMJ can be tried in tribunal, with appeal only to the supreme court. Civilians are allowed to have their own representation, but the trial process removes most of the crap that goes on in civilian courts. You can dig out the EO modifying UCMJ.
