Yes it measures the vibration/frequency of Earth and has been rising steadily for several years now. These frequencies are hitting the Earth population as well, obviously. It's why many are awakening and many are freaking out and acting so bizarre. A hopeful interpretation of this is that they are expelling long-held energies and this is a needed process. A less hopeful interpretation is that many here will not be able to withstand the rising energies and will, at some point, exit.
