I know the USN has nukes and their own intelligence division, but they have a rather limited scope and (from the outside) appear to be the most political in the officer class.
OTOH, they would have an easier time meeting in secret I suppose.

I will tell everyone that USN is divided into many layers; the exposed part is as most of you seem to think, a relatively limited mil confined to sea activities along with the Corps.
It is not. USN has branches doing R&D in areas far beyond what you see, and far beyond what is 'leaked'. As an instance, between 2000-2010, we started seeing "pirate" videos of the USN 'rail gun'. In my field, electronics, we knew of the rail gun in the mid-1970s; some of us (3 engineers) built one at the time. Worked.
Other research they do I can't disclose and remain among you, but you will know in time.
Those who are 'patriots' are very much so, along with the Corps.

I doubt Q is primarily Navy/USMC. Pretty sure, as all you should be, that the movement encompasses all services, but somewhat shielded from public view.
Some isn't patented, either. Based on my own examination of some of those patents, I suspect they are for distraction. One instance is the power source for 'high energy space based lasers'; the source was/is homopolar/superconductor, with the paper done by UC Los Alamos, 1974, printed formally Feb 1975. It describes the homopolar generator capable of supplying more than 6 MW for the laser. The laser itself was proofed in succeeding years, and I saw one in Silicon Valley in 1979, still operational. The engineer I was working with stated that the thing had shot down junk sats through a clamshell roof on the building, directly above the laser.
Considering the studies I've done, both for my work and otherwise, I'm inclined to think that most stuff based on QM is for show, and not the real stuff. There is direct evidence that a project was on in 1936-38 at Los Alamos that used Tesla's "electric flying machine", or so it appears. That was/is based on aether theory, which was 'scrapped' by the robber barons in the period 1920 on, substituting QM. If you're technically inclined, you can go through all the equations prior to 1900, and you'll find the originals much cleaner than the QM versions. I prefer to not discuss this sort of thing, because most people think it's nuts. However, I will say that the 'phi wave theory of everything' makes more sense hardware-wise than the QM stuff. At least, that is what I found in more than 3 decades in my field.
But that would negate the control of the 'barons' over energy supplies. Don't need to say more about that.
