I like this theory. Both are showing as DB flags = Military and WGS84 Altitude = 0 ft (sea level). I'll keep an eye out for things that change like Call signs: (currently ELW01 and B270E02)
Just wondering if the planes are on a carrier it wouldn't show 0 ft? The height of a carrier is high enough to show more than 0 because GPS's show elevations from sea level. Yes?
I've noticed this before too. Both aircraft have only one volunteer supplied station/source reporting their position. They don't move, so they are probably not airborn or showing up for real aircraft in flight. It's likely that they likely only appear on adsbexchange/internet flight trackers.
Perhaps any pilot who is active in the North-East US, can try to confirm: Do these 2 show ADS-B contacts, show up on ADS in flight?
Pretty sure it's a buoy maintained by the US Army Corps of Engineers. These buoys measure water temp as well as data regarding waves (height, period, direction).
I would think they are most likely sitting on a carrier that is achored...just a theory. But their signals usually turn off after landing?

Every time I click on them, that is what they say is -900. So you may be onto to something as being a sub.
I've noticed their status changes to grounded (greyed out) every now and then, but they never disappear. Then the next day they are back to orange.
Also, The one to the south has been pointed slightly to the northwest at times. Weird

Bouys are marked as a yellow triangle.
Just looked. One is straight across from D.C. and the other is closer to New York. https://globe.adsbexchange.com/?icao=adf967
Possibly helos on smaller boats sitting at the ready?
