All Q drop context at that time was the missile fired by the deep state at AF1. Pelosi's arrows in a quiver. Trump was headed to Hawaii to refuel on his trip to NK. So NO, this is not a DEW weapon. Deepstate would just use some cheap matches to start a fire.
