Well, what a coincidence- my husband, T., was just complaining about FEMA this week.
As most of you know, Hurricane Ida devastated parts of south Louisiana 2 yrs ago. Our grandson plays tag football on a peewee team. T said that FEMA still has an office adjacent to the football field. Now they stopped taking applications last yr sometime. WTF are they still doing there? Like T said, they're sitting on their asses collecting our tax money.
I lived in South Louisiana when Katrina hit. My childhood friend got a job with FEMA making 100k to ensure people were actually working. Essentially sitting on his ass making it.

My husband figures they're playing bouree and pedro.
...it is critical to maintain a "presence"....
Their presence feels like the murderer from any horror movie creeping on the protagonists,
