It's commonly called "exercising of administrative paperwork" or "exercising the paperwork" according to my Navy career spouse. He says VA disability benefits are always denied initially and he should appeal asap and continue to appeal as long as necessary. It took my spouse 10 years of appeals to get his finally approved.
