Look at the pictures. Not same dog. One is a derpy puppy, the other is mature. Markings are close but not the same.
Dog sees Xiden as his pack leader (poor dog) and SS Agents as a threat. You see this behavior with drug dealers and criminals.
So now the White House is truly free of any commanders.
