The FBI states that it employs 35,000 people. Based on that figure they are conducting 6.5 illegal searches per employee each year. No agency that is that criminal has the right to even exist.
That's quite a perspective.
I can't think of any demographic that exists that commits on average 6.5 felonies per year.
