Israel is a people. It is the people through which God determined He would offer salvation to the world. The country Israel is full of who? The prophecies said that Israelites would return to their land and they would retain their culture and language after having been dispersed across the world. The Bible is also very clear on supporting Israel. Genesis 12:1-3 says that God will bless those that bless Israel and curse those that curse Israel.

So yes - the modern day country of Israel is not the same as the biblical land that was promised - It's more! See Numbers 34:1-13 for more detail.
