I never thought of it that way. You receive citizenship in exchange for military service. This is nothing new? You just have to have some kind of a visa to begin with. One of my relatives married a Korean woman (some kind of monetary arrangement) in exchange for her citizenship. Her "nieces" or so they said they were, most of which married Korean men already with citizenship, and became citizens themselves. One of the last "nieces" never married but a few years ago last I heard she joined the national guard so that she wouldn't have to go back to Korea. None of them are natural born citizens and all have that very obedient Asian collective mindset - and they also love big cities too. Not exactly the type of military member I'd trust to respect our constitution and bill of rights when push comes to shove.
Let me bold the part that includes those who have declared they intend to be a citizen...
(a) The militia of the United States consists of all able-bodied males at least 17 years of age and, except as provided in section 313 of title 32, under 45 years of age who are, or who have made a declaration of intention to become, citizens of the United States and of female citizens of the United States who are members of the National Guard.
(b) The classes of the militia areβ
(1) the organized militia, which consists of the National Guard and the Naval Militia; and
(2) the unorganized militia, which consists of the members of the militia who are not members of the National Guard or the Naval Militia.

What and who are considered a militia? Here's the U.S. Code on that. https://www.law.cornell.edu/uscode/text/10/246

Yeah I think every single illegal alien has made a declaration of their intention to become a citizen.
