The pope is elected by the college of cardinals. The cardinals are appointed by the pope. Cardinals begin as bishops and priests, chosen and placed by the church diocese. So the body of catholic congregation have nothing to do with the process.

I was raised catholic and left the church when I saw the obvious flaws in their doctrine as a teenager. The problem is the political body and mission of the church, not the misled members of the church.
