I don’t know if it’s this mall or not; but there is a mall in the Bay Area that lost a ADA lawsuit because all the stores on the mid level were inaccessible to wheelchairs so they had to shut the mid level down. Seems like this could be the case since we only see the middle level and not the top or main floor.
