Respectfully, the Bible says “it is appointed once for a man to die, then comes the judgement.” Nowhere in scripture is the doctrine of reincarnation taught. Yes, Trump , like Cyrus or Nebuchadnezzar, can be a leader used of God for his purpose, but a reincarnated Eisenhower or Washington is not scriptural .
