Guillotines are a medical device for tonsil removal not a medieval device. But why they would order that is beyond me so the beheading device makes way more sense.
Maybe paper trimmers too. Beheadings are not what I would expect to be used for mass murder it would probably be gas / chemical way cheaper and faster
