Moscow has something else in that its entire Metro system is one colossal bomb shelter the population would head into in case of a nuclear attack, it's a communist opposition to our bunker-basements and the prepper culture.

It's rather well described in the Metro books, by Dmitry Glukhovski, that also got adapted into video games, for those who prefer it.
